CEBU CITY, Cebu — Cebu Archbishop Jose Palma said some forms of corporal punishment are acceptable as long as it is done “out of love” to raise good children. Palma reacted to a Cebu City ordinance recently passed disallowing the punishment of children in a humiliating way, whether physically or verbally. He said giving punishment “out of love” is part of parents’ responsibility to raise their children” in grace,” although he did warn against “excessive form of punishing a child (which) can be dealt with under existing laws.” The ordinance bans dragging, pinching, beating, kicking, hitting, and slapping children with or without any instruments; it also prohibits making a child squat, stand or sit in an “uncomfortable way.” (Mars Q.
