Police arrested a rookie cop accused of raping a 15-year-old girl whose parents were earlier apprehended for alleged illegal drug trade in Sampaloc, Manila.

National Capital Region Police Office chief Director Guillermo Eleazar castigated Police Officer 1 Eduardo Valencia at Manila Police District Station 4 in Sampaloc, Manila where the cop is now detained.
Valencia was arrested at about 2:30 p.m. Saturday on Dimanlig St. in San Nicolas, Pasig City, according to police report.
Valencia allegedly brought the girl to a motel in Sta. Mesa, Manila, where she was raped in exchange for the freedom of her parents who were facing drug charges.
The mother recalled that prior to the incident, Valencia let her daughter accompany them (parents) to the police station during their arrest for a drug case.
During interview, the girl’s mother told Eleazar that Valencia along with two other men forced her daughter to drink beer before she was sexually abused.
A medico-legal report also confirmed that the minor was raped.
Eleazar ordered the filing of criminal and administrative charges against Valencia.
The NCRPO chief said policemen like Valencia are damaging the image of the PNP.
Valencia denied the victim’s accusation, claiming the girl is prostitute who voluntarily had sex with him.
The victim has been turned over to the Department of Social Welfare and Development.
