ANGELES, Pampanga - The National Bureau of Investigation (NBI) Regional Office here, with Food and Drug Administration (FDA) representatives, arrested two Chinese nationals when they raided an illegal medical clinic and pharmacy on Volga Street in Barangay Anunas here on Thursday, May 28.

Nabbed were Chen Zheng Zhong, 66, who introduced himself as doctor of Chinese patients, and Chen Hai Fang, 33, who was in charge of administering and selling of illegal Chinese medicines.
NBI Regional Office 3 Executive Officer for Operations, Atty Marvin De Jemil said the clinic and pharmacy raided had no FDA permit, business permit and license to operate.
“ It is a two-storey apartment, so di mo iisipin na may clinic doon sa loob kasi it is an ordinary apartment. Upon inspection, It has 6 hospital-like beds, we found 2 beds in the first floor and the other 4 was on the second floor of the building.” De Jemil said..
Along with the beds were empty containers of intravenous (IV) fluids and boxes.
FDA inventoried and confiscated the medicines with Chinese labels found from the Ban An Tong Drug Store located just across the makeshift medical facility.
De Jemil disclosed that the Chinese medical clinic had been under surveillance since the discovery of an illegal medical facility at the Fontana Leisure Park last May 19.
“ We have information that aside from Fontana illegal underground clinic there are other Chinese clinic inside the vicinity of Angeles,” he said.
Chen Zheng Zhong was also allegedly connected with the recently raided makeshift medical facility in one of the villas inside Fontana Resort and Leisure Park at Clark Freeport Zone.
“One of the FDA employees confirmed that the Chinese doctor was identified, and seen in the vicinity of Fontana in the medical clinic, right after the raid was done,” De Jemil disclosed.
The two suspects are now detained at the NBI regional Office at City of San Fernando Pampanga while waiting for the inquest proceedings that will be held Friday, May 29, at the Angeles Prosecutors Office for violations of Republic Act 2383, otherwise known as the Medical Act of 1959, and RA 3720. or the Food, Drug and Cosmetic Act, as amended by RA 9711 or the Food and Drug Administration Act of 2009.
