Following the marching orders of President Duterte, the Commission on Higher Education (CHED) provided full scholarship to Camille Anne Arnaiz, sister of 19-year-old Caloocan City shootout victim Carl Angelo Arnaiz.
CHED officer-in-charge Prospero De Vera awarded the certificate of educational coverage to Arnaiz at the CHED Central Office in Quezon City on February 9. “She intends to pursue a Business Administration degree in a premier university in Metro Manila,” he said.

Following the death of his brother, Duterte assured the Arnaiz family employment and educational assistance to his sister. De Vera said that Camille would be included in the CHED’s Student Financial Assistance Programs (StuFAP) starting 2018 until she completes her tertiary education. “Ito po ang tugon ng komisyon sa instruction ng Pangulo, (This is in accordance to the instructions of the President),” he added.
Accompanied by her guardian, De Vera said that “Camille Anne promised to complete her studies as a sign of gratitude” to the President and CHED for “providing her the opportunity to obtain university education.” Also present during the awarding are key officials of CHED including Commissioners Ronald Adamat and Lilian De Las Llagas.
Meanwhile, De Vera urged all incoming college freshmen to avail of the CHED’s scholarships under the State Scholarship Program (full scholarship and partial scholarship) and Private Education Student Financial Assistance (PESFA) for the coming academic year (AY) 2018-2019.
In August last year, 17-year-old Kian Loyd delos Santos was fatally shot by police officers who were conducting an anti-drug operation in Caloocan, Metro Manila in line with the government’s “war on drugs.”
