QC troubled by trike ban in Katipunan

A technical working group (TWG) composed of concerned agencies will be formed within the week as the Quezon City government hopes to find alternative routes for 660 tricycles plying Katipunan Avenue.

The TWG will be composed of the city’s Department of Public Order and Safety (DPOS), Metropolitan Manila Development Authority (MMDA), Department of Public Works and Highways (DPWH), Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Tricycle Operators and Drivers Associations (TODAs) and representatives of Parent and Teacher’s Association (PTA) of the schools along Katipunan Avenue.
Elmo San Diego chief of the city’s Department of Public Order and Safety (DPOS) said the TWG is tasked to find alternative routes where the tricycles can still use Katipunan without traversing the whole stretch of the road.
“Dapat papasok sila (tricycles) sa looban. Liliko sila sa E. Abada st. hanggang sa dumating sa dulo, at saka lang tatawid sa tapat ng Ateneo at Miriam. ‘Yun lang ang route nila (Tricyles should use the inner streets. Turn to E. Abada until reaching its end then cross in front of Ateneo and Miriam. That is the only route they should take),” San Diego explained.
Earlier, San Diego sent a letter to the MMDA requesting for a suspension of its operations in apprehending members of Old Balara Capitol Hills TODA, Loyola-Pansol TODA, and Loyola Heights TODA that use Katipunan Avenue, a national road.
In 2007, the Department of Interior and Local Government (DILG) issued Memorandum Circular 2007-01 stating that tricycles are not allowed to use national highways.
However, an exemption through a resolution can be granted if there is no alternative route.
San Diego vowed to comply with the DILG memorandum stating that a resolution is necessary to allow tricycles to cross national roads if there are no available alternate routes.
MMDA has ceased apprehending tricycles along Katipunan Avenue and concentrated on tricycle drivers who violated other road rules.
San Diego further assured that by the first week of July, the TWG will be formed and the council has passed a resolution.
He added the resolution includes exemption to tricycles that ferry students to schools whose gates are facing other national roads such as Commonwealth Avenue and E. Rodriguez to cater to students.
San Diego said the DPOS will enforce the law strictly to compel tricycles to follow only their assigned routes citing that abusive drivers may ply the whole stretch of Katipunan Avenue which is unlawf
