Armed Forces of the Philippines' (AFP) Chief of Staff General Benjamin Madrigal Jr., lauded the local government of Sibagat, Agusan Del Sur for declaring the New People's Army (NPA) "persona non grata."

The declaration was made through Municipal Resolution 137-18 unanimously approved on December 21, 2018 by Sibagat's Sanguniang Bayan.
"On behalf of the soldiers who on a day-to-day basis risk their lives for the peace and security of the country, I thank and laud the local officials of Sibagat, Agusan Del Sur for standing up against the NPA," Madrigal said.
Brigadier General Andres C Centino, the Commander of 401st Brigade, also said that they welcome the declaration of the LGU of Sibagat treating the CPP-NPA as “Persona Non-Grata”.
"This shows that the CPP-NPA already lost their support from the people. These terrorists only confirm their true color as the enemy of the people and that nobody should be supporting their lost ideology," Centino said.
Sibagat mayor Maria Liza Evangelista led the signing of the resolution, which cited the NPA attack on a CAFGU Active Auxillary Patrol Base in New Tubigon on December 19, 2018 as a betrayal.
The resolution was also signed by all the members of the Municipal Legislative Council.
"The kidnapping and abduction perpetrated by the NPAs is a manifestation of betrayal of achieving peace, thus disrupting the peace and security of the community," the resolution said.
"We hope that more LGUs will finally recognize the need to take similar actions against the NPA and its front organizations and join the Whole of Nation approach to completely annihilate the communist armed conflict," Madrigal said.
The resolution stated that “the incident made the families of the hostages in chaos leaving them psychologically and mentally disturbed.
Moreover, Mayor Evangelista and the members of the Municipal Legislative Council as representative of the people condemned this atrocious act of the CPP-NPA as they cited on the resolution that “the kidnapping and abduction perpetrated by the NPAs is a manifestation of betrayal of achieving peace, thus disrupting the peace and security of the community.”
The LGU also cited the demands of the families of abducted CAAs and soldiers for the unconditional release of their love ones.
