Cebu City–Two police officials in Central Visayas were relieved from their posts a few days before the May 14 elections.
Senior Supt. Edgar Alan Okubo, chief of the Cebu Provincial Police Office (CPPO), was reassigned to the Personnel Holding and Accounting Unit of Police Regional Office in Central Visayas.
Senior Supt. Manuel Javier Abrugena was named as new CPPO director.
Sr. Supt. Edwin Portento was also relieved as provincial director in Negros Oriental and replaced by Sr. Supt. Raul Mendita Tacaca.
Chief Supt. Robert Quenery, the regional police chief, said the relief of the two officials was part of a nationwide reshuffling of police personnel.
Quenery did not say if the reshuffle had something to do with the elections.
“It is the oversight committee in Camp Crame which assigns personnel in key positions. The reshuffling is not just in PRO-7 but also in other regional offices,” he said.
There was a performance assessment before the reshuffle was implemented, although Quenery stressed he was satisfied with how Okubo and Portento were doing.
“They were okay but maybe the oversight committee has different standards,” Quenery said.
Quenery assured that the changes will not affect preparations for the elections. “Our security plan is already in place. All the replacements have to do is to implement it,” he said.
Police and officials of the Commission on Elections (Comelec) officials will meet Thursday to finalize security plans and the places that will be listed as election watchlist areas (EWAs).
Quenery said the plan is to have at least two policemen guarding each polling precinct, and that means fielding at least 2,000 officers.
