No arrest directives on 2 top communist rebels - Albayalde

By Aaron Recuenco The Philippine National Police (PNP) has not yet received any instruction regarding the expected return to the Philippines of two top peace negotiators for the communist rebels this month.

PNP chief Director General Oscar Albayalde (Kevin Tristan Espiritu / MANILA BULLETIN) PNP chief Director General Oscar Albayalde said both Malacanang and the Armed Forces of the Philippines (AFP) have not yet coordinated with the police on whether or not Fidel Agcaoili and Luis Jalandoni would be arrested. “If they have a standing arrest warrant, then we will serve it. As of this time, there is no coordination whether from the Office of the President or from the AFP,” said Albayalde. Based on PNP data, Jalandoni has pending cases of double kidnapping with serious illegal detention, kidnapping with serious illegal detention and multiple murder. Authorities are still checking the court records of Agcaoili. President Duterte earlier warned that both Agcaoili and Jalandoni may be arrested after the two said that they might go back to the Philippines after the peace talks with the government had collapsed. But the two top negotiators for the National Democratic Front of the Philippines could be given safe conduct passes with their declaration that they want to talk with President Duterte. It was recalled that President Duterte had cancelled the peace talks after the communist rebels continue to attack soldiers and policemen despite the ongoing negotiations. Duterte also ordered that all arrested top communist rebels who were earlier released as part of the government’s confidence-building measures with the communist rebels be re-arrested. So far three top communist rebels have been re-arrested. Albayalde said that if Duterte would allow a dialogue with Agcaoili and Jalandoni, they will certainly be escorted by the police and the military.
