By Chino Leyco Government workers can expect to receive another cash incentive next month, the Department of Budget and Management (DBM) announced Wednesday. MB File- ATM Budget Secretary Benjamin E. Diokno said that qualified state employees could receive up to P25,000 before the end of the year as long as their agency is taking part in cost-cutting measures. Diokno said the additional cash bonus is a one-time benefit, which is part of the collective negotiation agreement (CNA), the equivalent of the collective bargaining agreement (CBA) in private sector. According to the DBM, the additional cash incentive shall be granted not earlier than December 15, 2018. The incentive, which is on top of the 14th month pay and the regular cash bonuses, will be granted to both management and rank-and-file employees of agencies with approved and successfully implemented CNAs, Diokno said. This additional cash benefit, the budget chief said, is “in recognition of their efforts in accomplishing performance targets at lesser cost and in attaining more efficient and viable operations through cost-cutting measures and systems improvement.” Based on Budget Circular No. 2018-5, civilian personnel occupying regular, contractual, or casual positions rendering services on full-time or part-time basis in national government agencies (NGAs) are allowed to receive the additional cash incentive. “The rate of CNA Incentive shall not be pre-determined since it is subject to compliance with conditions outlined in Budget Circular No. 2018-5, as well as the availability of the allowable allotments,” DBM said. “But in all cases, the CNA Incentive shall not exceed P25,000 per qualified employee,” it added.
