The Philippine National Police (PNP) will stick to its Police Operational Procedures in dealing with threat groups in the country that includes the communist rebels.
By Police Operational Procedures or POP which serves as a basic guide for all policemen in carrying out operations, it includes respect for human rights, and valuing the life of even the enemies of State, according to PNP spokesman P/Col. Bernard Banac.

(PNP / MANILA BULLETIN) "The PNP will maintain a high level of preparedness to fulfill its sworn duty and prevent any threat of terrrorism based on the existing police operational procedures, respect on human rights and in valuing life," said Banac. The statement came after President Duterte.was quoted saying that he wanted to have his own hitmen to counter the hit squad of the New People's Army (NPA). The NPA's SPARU, or Special Partisan Unit, which is sometimes called Sparrow, gained notoriety in the 1980s for assassinations of soldiers, policemen, businessmen and politicians whom the rebels would tag as involved in corruption and other abuses. These assassinations were sometimes carried out in urban areas and brazenly done in front of the public. “I’m addressing myself to the police and the military. I’ve been telling you sparrow, sparrow, sparrow. Kasi kukunin talaga nila ‘yan, ‘yang armas na ‘yan. Para sa kanila, ‘pag makakita ng armas ‘yung NPA, hindi ka hintuan niyan hanggang… So you — sabi ko, learn the art of assassination ,” Duterte said during a gathering of motorcycle club members in Iloilo City. While no less than PNP chief Gen. Oscar Albayalde was already quoted as saying that SPARU units have long been gone, he said there were reported killing of soldiers and policemen in the past three years. As a countermeasure, the PNP has initiated kobes to subject policemen to anti-SPARU training programs. The government has earlier permanently cancelled the peace talks with the NPA and scrapped the appointment of government negotiators. Law enforcers have also started a crackdown on NPA negotiators and top rebel leaders who were earlier freed as a gesture of goodwill, which resulted in the arrest of six peace talks consultants since last year. The government is now opting for localized peace talks.
