BIR, Reshuffle won t do any good, it would only delay the practice. Congress should first pass a law to collect a straight simplified tax of 18 %. all across the board. BIR duties should only be to COLLECT, no negoniation allowed, it is in the negoniation process that corruption happens. The law should specific on transactions and tax duties.
