But homicide investigator SPO4 Mario Monilar said the result of the paraffin test conducted on suspect Jayber Oyon-Oyon, a member of Tau Gamma Phi fraternity, is not conclusive. However, he did not elaborate, saying the case is now at the city prosecutor’s office.
But Inspector Ramon Ortiz, whose son Ramon Jr. was included in the murder and attempted murder charges in connection with the death of Romulo Romero Jr., chapter vice president of rival fraternity Alpha Kappa Rho (Akrho), the result of the paraffin test on Oyon-Oyon would support claim that his son was not involved in the attack.
Investigators of the homicide section of the Cebu City Police Office (CCPO) had earlier filed charges against Oyon-oyon and Ortiz Jr., head of the Internal Fratenity and Sorority Association at the University of Cebu (UC).
Ortiz remained at large, while Oyon-Oyon was arrested by policemen in UC a few days ago.
Oyon-Oyon was tagged as one of the persons who attacked 22-year-old Romero Jr., vice president of the Cebu chapter of Akrho, at the corner of Leon Kilat and Sanciangko streets shortly before 6 p.m.
Two Akrho members, who were with Romero at the time of the assault, could not pinpoint the man who shot and killed Romero, but were certain they saw Tau Gamma member Ortiz Jr. pointing a gun at Romero.
However, they said, Romero reacted quickly, hitting Ortiz’s arm, and that was why Ortiz was not able to fire the gun.
Witnesses said that during the commotion, Oyon-Oyon, who was across the street, pulled out a gun and approached the Arkho men. At this point, Akrho members fled.
Romero, who was Akrho’s Cebu provincial chapter vice president, was shot in the back, the bullet exiting in his chest. He died on the way to the nearby Cebu City Medical Center.
Witnesses said they heard four shots, but could not say who fired the shots because their concern was Romero’s safety.
But 24-year-old Oyon-Oyon denied any involvement in the slaying. He said he was in his cousin’s house on Urgello St. when he heard about the incident through the radio.
Akrho leaders urged the father of Ortiz, who is a Cebu City policeman, to surrender his son to authorities so he could give light to the incident.
Akrho leaders also warned of a series of gang-related violence if Tau Gamma Phi members do not heed the call for peace and unity.
