The online service facility, dubbed as Human Resource Management Information Management System (HRMIS), enables effective management and monitoring of employees’ data, attendance, reports, request for services, and compensation – all geared towards implementing a fully-automated system among government offices.
"It is the latest version of web-based HR management application to be adapted in DOST-systemwide and a potential tool for future collaborative efforts with other government offices," said DOST Undersecretary for S&T and ICT Services Fortunato dela Peña as he lauded the DOST-Management Information System team, the group behind this major project supported by Civil Service Commission.
HR officers and information systems planners from various agencies and institutes of DOST participated in the ceremony held at the DOST- Science and Technology Information Institute (STII) Mini Theater recently.
The HRMIS is an open-source development model, with features and online tools common and applicable to varied needs of authorized users and clients.
"Because it is opensource model, users can download the system’s tools and applications and modify their codes and parameters to make it suited to each of the agencies’ protocols and requirements," explained STII’s Science Research Specialist Sherry Sarmiento.
The HRMIS has five major system modules: employee, HR officer, cashier, division chief, and agency director modules, treated as group or level. Each group is provided with an account and password to carry out operations and modifications each of the said modules require.
Under the first level, an ordinary employee can process and place requests for change in his/her employee profile, filing an application for leave, updating community tax certificates, and attending official businesses.
These requests are in turn served on-line by HR personnel whose access also covers keeping track of employees’ daily time record (DTR), attendance, and leave credits; reviewing and certifying leave and official business requests; maintaining and adding new employee records; and managing data on employees’ compensation and privileges.
Employees are immediately notified online if their individual request has been served or not.
Under the cashier module, an agency budget officer is enabled to process payrolls, remittances, premiums, and loans of employees and generate various types of requests and reports.
The division chief module allows the agency’s division head to review and approve his/her subordinates’ requests prior to submission to HR officer and to the agency director.
Similarly, the director module lets the agency head to review and approve the division chiefs’ requests and allows his/her to submit requests to the HR and receives notification regarding the status of his/her requests.
Each of the participants received a free HRMIS manual and was ensured to undergo supportive training for the smooth and effective implementation of the project. (Mary Charlotte O. Fresco, S&T Media Service).
