Solon calls for modern school health program

Rep. Edcel Lagman has proposed new legislation seeking to modernize and revitalize the Department of Basic Education’s School Health and Nutrition Program (SHNP) for public elementary and high school students nationwide.

Lagman is seeking an initial R200 million in new funding for the multiyear modernization program, which is meant "to promote, protect and sustain the health and nutritional well-being of public school students, teachers and non-academic personnel."

Under Lagman’s proposal, the SHNP shall be upgraded through the recruitment of more health and nutrition personnel for public schools in order to attain the desired ratio of one specialist for every 2,000 students/teachers over the next five years.

The salaries of school health and nutrition workers shall likewise be revised upwards and aligned with the rates paid their counterparts in other departments.

Lagman also said the improved compensation and benefit packages mandated by the Magna Carta for Public Health Workers should cover school health and nutrition employees.

Lagman said his proposal is meant to give meaning to government’s policy "to integrate fully our health system with the school system, with preventive health care, personal hygiene and nutrition education being pursued as active programs in basic education."

"It has become imperative for us in Congress to quickly reinvigorate the SHNP and make up for decades of under-spending in public health and nutrition care," he pointed out. He lamented that the Department of Health’s R9.9-billion budget this year is only 1.62 percent of the R609-billion national budget.
