THE Union of Local Authorities of the Philippines (ULAP), and the Department of Interior and Local Government (DILG) will celebrate jointly the 14th Anniversary of the Local Government Code of 1991, the landmark statute that devolved responsibilities to local government units and opened up mechanisms for participative local governance that has been in operation in the last decade and a half.
With the theme "Kilos Lokal, Asenso Nasyonal, the celebration to be held at the historic landmark Manila Hotel, will have President Gloria Macapagal Arroyo as the principal Guest of Honor. The celebration will urged the local officials in attendance to take the necessary local action that, in aggregate, would produce national progress. The Kilos Asenso Movement will be launched during the celebration. The movement will work towards the localization of the Millennium Development Goals of the United Nations and serve as a vehicle to ensure the attainment of the administration’s 10-point program "BEAT THE ODDS."
The ULAP traces its origins to the League of Leagues founded in 1997. It was in the following year that ULAP was established primarily to serve as a forum where the leagues can openly discuss and reach a consensus and general agreements on national policies and issues affecting the leagues and Local Government Units (LGUs).
ULAP represents more than 1.5 million local executives and employees that have been, for the last 14 years, empowered by the Local Government Code and whose actions have spurred development in their areas. More than 1,000 local government leaders will attend today’s celebratory gathering that will cite the gains of local autonomy and push forward an agenda for national and local political reform that ULAP has constantly worked for. In the last 14 years, our local government units have proven the devolution works.
