 Do you really think that there is a need to declare "a state of national emergency" now?
As the Department of Justice (DOJ) submitted to Malacanang the five-paged draft of the so-called "declaration of a state of national emergency", DOJ secretary Raul Gonzalez said, in the draft, that government, under emergency rule, will take over vital industries while the country's situation is still uncertain. He added that the declaration is not connected to the declaration of martial law. But most observers say otherwise and are skeptical about it.

NEW YORK CITY — The United Nations Security Council adopted unanimously last Friday a Philippine draft resolution on Somalia, which, among others, reestablishes the group monitoring the implementation of the arms embargo against the East African country and giving it a mandate of six months to look into reported violations.
