Lucky stub decides Samar poll race

   

CATBALOGAN, Samar – A winning stud decided the election of a Samar town vice-mayor, and it is unprecedented in Philippine electoral history.

Alfredo Serrano Jr. was proclaimed last October 4 by the Municipal Board of Canvassers (MBC) as the duly elected vice-mayor of the town of Sta. Margarita. All because he drew the winning stub in mutual agreement between the two contending candidates as ordered by the Comelec’s Second Division.

As per order by the election body, seven paper strips were placed inside a glass jar with only one strip bearing the word, "Congratulations," Serrano drew that strip in his third attempt.

The losing candidate, Edwin Pueblos who was not present, was represented by Rene Magbutay, chairman of the MBC.

Federico Carolino, Comelec provincial election supervisor, said Serrano was lucky, indeed, as he drew the winning strip at the Association of Barangay Captains (ABC) hall of the town. (Rafael B. Payod)
