The 115,000-strong Philippine National Police (PNP) has laid out a comprehensive security plan to ensure the safety and security of the citizenry during the four-day All Souls’ Day break.
Chief Superintendent Leopoldo Bataoil, PNP spokesman, said that the different police regional office directors will finalize this week the implementing guidelines for "Oplan Kaluluwa 2005".
Bataoil said PNP chief Director General Arturo Lomibao has issued a Letter of Instruction to formulate a comprehensive security plan that will safeguard the safety of the citizenry who are expected to proceed to the provinces for the All Saints Day break.
The PNP leadership, he added, has also started networking with other government agencies involved in the All Souls’ Day celebration.
"Part of the security measures is the implementation of increased police visibility," he said.
Among those to be tightly guarded by the PNP authorities are churches, cemeteries, market places and terminals of public utility vehicles.
He also disclosed that police authorities have also started coordinating with officials of the North Luzon Expressway and Southern Luzon Tollway for a joint security plan and motorist assistance undertaking.
He, however, said the PNP is continuously coordinating with the intelligence units of the Armed Forces of the Philippines (AFP) to determine whether terrorist groups like the Abu Sayyaf and the Jemaah Islamiyah are planning to conduct sabotage operations in the coming days.
