Cebu board okays P294-M supplemental budget; lion’s share goes to infra projects

   

CEBU CITY — The expected debates in the Provincial Board’s out-of-town session in Dalaguete did not materialize as the R294-million supplemental budget was approved, in its third and final reading, in less than 20 minutes and with only minor adjustments on some items.

Committee on Budget and Appropriations head Gabriel Luis Quisumbing moved for the approval of the budget measure after the acting provincial engineer explained some few details of the R50-million allocation for infrastructure projects.

Pelayre said the appropriation, under the provincial engineer’s office, would be for Phase 3 of the road improvement project covering 25 kilometers of provincial road, or at a cost of R2 million for every kilometer.

The Office of Provincial Engineer, which will get the lion’s share with R115 million, will divide the amount into R50-million for Phase 3 of the road improvement projects, R15 million for maintenance of roads and bridges, R18 million for the Cebu Performing Arts Center, and R10 million for renovation and refurbishing of the capitol main building.

The second segment of the budget amounting to R109.07 million for the Governor’s Office, divided into R50 million for assistance to barangays, R50 million as subsidy for local government units, R2 million for peace and order programs, and R1.5 million for the implementation of the children and family support ordinance.

The third segment, amounting to R18.9 million, goes to the Office of the Provincial Administrator. Of this amount, R11 million would be for the unpaid early retirement and separation benefits of employees, most of whom were affected by the Capitol’s outsourcing system.

The fourth segment would be for the Vice Governor’s office with R10.46 million, distributed into legislative assistance fund, information technology equipment and software improvement and donations.

The rest of the supplemental budget would be for the collective negotiation agreement bonuses, covering R10,000 for each employee.
