As the controversy goes on as to whether or not local authorities should take custody of the six US Marines accused of raping a 22-year-old woman, Senator Miriam Defensor-Santiago lamented the exponentially "slow" response of national officials in asserting the country's jurisdiction over the Marines. She said that "they are always worried we might incur their displeasure, and this encourages them to be nonchalant about the provisions of the Visiting Forces Agreement (VFA)".

119 die in India, Thailand, and China catastrophes
NEW DELHI (AFP) — At least 119 people died or were feared dead in four catastrophes — two bridge accidents in India, flooding in southern Thailand, and an earthquake in central China — yesterday.

President Gloria Macapagal Arroyo leads the cornerstone-laying ceremonies for the NYK-TDG Maritime Academy in Canlubang, Laguna, with former President Fidel V. Ramos, NYK Line (Japan) Honorary Chairman Jiro Nemoto, and Transnational Diversified Group (TDG) Chairman J. Robert Delgado (partly hidden). Among those looking on are Laguna Gov. Teresita Lazaro, Labor and Employment Secretary Patricia Sto. Tomas, and Carmelray Industrial Park Chairperson Carmen Yulo.
