The Jaro (Iloilo) prelate said to achieve this, he will make use of the many decrees of the Second Plenary Council of the Philippines (PCP-II) and the National Pastoral Consultation on Church Renewal (NPCCR) which, he also said, have not been fully implemented.
This is why in the meeting of the executive secretaries of the CBCP commissions tomorrow, he will open up several issues concerning the conference.
"The working heart of the CBCP consists of the commissions. So all commissions should focus on the nine pastoral priorities for the people to see what have been agreed upon," he said.
The nine pastoral priorities, he said are: integral faith formation, empowerment of the laity towards social transformations, active presence and participation of the poor in the Church, the family as focal point of evangelization, building and strengthening of participatory communities that make up the parish as a community of communities, integral renewal of the clergy, journeying with the youth, ecumenism and inter-religious dialogue, and animation and formation for missions for the people.
"These priorities we would examine thoroughly in order to find out under whose commission or cluster they would be assigned," the archbishop said.
PCP-11 was the result of the meeting of the Church on renewal from January 20 to February 17, 1991 at the San Carlos Pastoral Formation Complex in Guadalupe, Makati City.
Its main thrust is to transform the Church into a community of disciples where the poor have preferential and participative functions in in a renewed integral evangelization.
Ten years later, on January 22-27, 2001 representatives of the vicariates, prelatures, and archdioceses once again gathered at the San Carlos for the National Pastoral Consultation on Church Renewal to reflect on how far they have fulfilled the grand vision and mission proposed by the PCP-II.
In a statement released by the CBCP that time, the bishops admitted difficulty in achieving the task.
"The Church in the Philippines has, to our shame, also remained unchanged in some respects. Due to weakness in formation and education, the lack of defined diocesan pastoral directions and programs, and deficiencies in structures, many prescriptions of the PCP II have not been implemented," it said.
Archbishop Lagdameo assumed the presidency of the CBCP last Dec. 1 succeeding Davao Archbishop Fernando Capalla.
Church marks feast of Lady of Guadalupe today

The Catholic Church will celebrate the feast of Our Lady of Guadalupe today with masses and novenas in her honor.
President Arroyo has declared December 12 as the feast day of Our Lady of Guadalupe, considered as the Patroness of the Philippines because of her many devotees.
Also known as Holy Mary of Guadalupe, Virgin of Guadalupe and Maria de Guadalupe, Our Lady is venerated and known worldwide as the patron of mothers and unborn children. She has also been declared as Patroness of the Americas.
Guadalupe is a locale in Mexico where the Blessed Mother, shining like the sun and stepping over precious stones, appeared to Juan Diego in 1531 to express her desire to have a church built on the spot where she appeared to show her "love, compassion, help and protection."
The Guadalupe bishop initially refused to believe Juan Diego until Our Lady instructed the latter to wrap all the roses he could find and present these to the bishop. As the bishop opened the mantle, the miraculous image of the Blessed Mother appeared on it.
A church was built in the place of the apparitions where the miraculous mantle was installed with great honor. Devotion to Our Lady of Guadalupe has since spread around the world.
