Former Sen. Rene Saguisag yesterday rejected the paid advertisement of the 55-member Constitutional Consultative Commission (Concom) that justified their recommendations on Charter change.
In a letter to Executive Secretary Eduardo Ermita, Saguisag questioned where the funding for the full-page advertisement entitled "What is really immoral?" came from. It was published in major national newspapers.
The Concom said in the advertisement that Charter change is needed to address the grave problems of the country.
Two of the proposals are the shift in the form of government, from the current presidential-unitary system to the federal-parliamentary form of government, and the postponement of the 2007 election to 2010.
"Again, did the taxpayers pay for these ads?" Saguisag asked. "The media earlier reported that R10 million was allocated for use by the body. How much in the end was spent?"
Saguisag added that the "Constitutional consultants" appointed by President Arroyo missed the point in their recommendations on Charter change.
The Constitution does not give the President any role in amending or revising it, he said.
