The International Air Transport Association (IATA) has insisted that any Security Development Charge (SDC) introduced by the Manila International Airport Authority (MIAA) should apply equally to all travellers.
This is practiced by the countries which have introduced a security charge, and is the charging principle adopted by the International Civil Aviation Organization (ICAO).
IATA has urged MIAA to comply with the ICAO principles regarding the need for consultation, transparency and cost relatedness of charges.
"This means the need and amount of any SDC should be properly justified through direct consultations with the industry. Furthermore, the SDC should apply equitably to all travellers, both international and domestic at Manila airport," said IATA.
IATA agrees with MIAA on the urgent need to upgrade security at Ninoy Aquino International Airport (NAIA).
However it is unfortunate that MIAA has decided to introduce a security development charge.
IATA reiterates that security is the responsibility of the State since governments are responsible for protecting their citizens, businesses and economies.
Any costs incurred as a result of security measures should be borne by the government, said IATA.
Making air travel more expensive with the introduction of the SDC dampens the growth in air transport and therefore damages the economy of the Philippines, IATA added.
