BUTUAN CITY – The construction of the P4.4-billion, foreign-funded flood-control program of the Lower Agusan Development Project (LADP) in this capital city is seen to be completed this year.
The LADP is supervised by the Cotabato-Agusan River Basin Development Project (CARBDP)-Project Management Office (PMO) of the Department of Public Works and Highways (DPWH).
One of the flagship projects of the Arroyo administration, the undertaking will provide adequate flood-control and irrigation system for some 8,000 hectares of lands alongside the Agusan River and will directly benefit more than 300,000 residents.
Butuan City Rep. Leovigildo "Boy" B. Banaag, chairman of the committee on environment and natural resources in the House of Representatives, and Butuan City Mayor Democrito "Big Boy" Plaza, chairman of Regional Development Council (RDC), lauded the efforts of CARBDP to reduce flooding woes in Butuan City and nearby areas in Agusan del Norte and Agusan del Sur.
Flood-Control Project-Cluster II head and CARBDP Project Director Philip F. Menez said that Packages I, II, III and IV of the flood control project will be completed by end of 2006.
"We are right on target in our schedule despite continuous bad weather in the area. Thanks to the full support of the local government," Director Menez said.
Package I is the Construction of Agusan River Improvement (east bank) and Cut off Channel; Package II is the Construction of Magsaysay Viaduct; Package III is the Improvement of land and Banza River; and Package IV is Masao river Improvement and Construction of Urban Drainage System in Butuan City.
The four packages are under the control and supervision of CARBDP-PMO Manager Rogelio O. Ang and ground project engineers Aurelio C. Mendoza, Roy R. Quilaton, Sergio M. Mulawan Jr., and Paulino R. Madriaga. They had been cited as the best in quality and target performance achievers nationwide by the Bureau of Standards and Construction Performance Evaluating team of the DPWH.
