THE PHILIPPINE Sports Commission (PSC) is conducting its own investigation to determine whether the sports agency can be held partly responsible for the stampede that caused the death of 74 people during the first anniversary celebration of ABS-CBN’s popular noontime show “Wowowee” at the PhilSports Arena (formerly ULTRA) last Saturday.
PSC acting executive directory Guillermo Iroy said yesterday they have summoned their security personnel as well as other employees involved in the planning of the show to determine if there was negligence on their part.
The stampede also injured 624 fans in what is considered the deadliest tragedy to hit the entertainment industry.
"Our investigations are focused on our employees’ responsibilities to verify if there’s negligence on their part," Iroy said. "We will have our own probe, after which, we will submit it to the board, then to the proper authorities and then to Malacañang."
Mandated by Republic Act 6847, the agency has control and supervision of the arena, which has in the past been the venue for concerts, shows and sports events.
Iroy said their contract with the organizers provided that PSC guards will secure the inside of the venues and ABS-CBN the outside premises. For this job, the PSC deployed 63 security guards.
"That is our agreement with ABS-CBN because they hired their own security personnel to man the area outside. Kontrolado at walang problema sa security inside the venue sa labas lang talaga nagkagulo because of the distribution of tickets," Iroy said.
The PSC also told organizers to print 17,000 tickets – 9,000 for the covered area, 8,000 for the outdoor venue. But Iroy said the production printed 19,800 tickets to accommodate the swelling crowd.
The agency, however, asked the organizers to hold the excess 2,500 tickets. At its peak, police estimated the crowd at 30,000.
Iroy also added that Chief Security Eugene Cabingas has coordinated fully with the security-in-charge provided by the ABS-CBN.
"Our stand is that we exercise proper and due diligence to the actual staging of the event. The incident happened outside the venue, where ABS-CBN is expected to provide full security of the crowd. Ang responsibility namin is the security inside. At that time, secured na namin ang loob," Iroy said.
The Department of Interior and Local Government and the National Bureau of Investigation are also doing their own probe and hopefully they can submit their reports today.
The PSC, meanwhile, will review its policies and guidelines with regard to holding of events at the arena.
"We will conduct more evaluation on all the events that will be held in ULTRA to avoid such incident as this," Iroy said.
Iroy said PSC chairman William Ramirez, who is on a working visit to the USOC headquarters in Colorado Springs, Colorado, is being briefed regularly about the developments. Ramirez is expected to return on Feb. 13. —With reports from Nick Giongco
