TAYTAY, Rizal – Despite suffering from deficits and losses incurred by the previous administration, the local government of Taytay still managed to deliver the necessary and urgent services to its constituents.

In his 2005 yearend report, Mayor Joric Gacula said that the municipal government was able to source funds to defray the cost of some R100 million worth of infrastructure projects, most of which include construction and rehabilitation of schools and flood-control programs.

Gacula particularly cited Rizal Gov. Casimiro M. Ynares and Congressman Jack Duavit (First District, Rizal), for the funds, used in the implementation of various work programs in the locality.

Among the projects that Ynares and Duavit funded are the construction of four six-classroom, two-storey school buildings, construction of box culverts, improvement of the locality’s drainage system, construction of water system projects, electrification program, concreting of roads, repair and rehabilitation of schools and multi-purpose buildings and the biggest of which is the establishment of the University of Rizal System in Taytay. Rizal – all of which summing up close to R100 million or more than half of last year’s budget allocation.

"We may not have sufficient funds last year because of the losses and deficit we incurred from the previous administration, but we are looking forward to a rock solid financial condition this year resulting from the radical reforms that we have instituted in the local tax collection system,’’ Gacula explained.

In prioritizing construction of schools and flood control projects, Gacula said that Taytay was made into a virtual resettlement area for families, who were displaced from Metro Manila squatter colonies, thereby creating a demand for more schools. On flood control projects, Taytay is a low-lying area, making it prone to the perennial problem on floods. (Fernan J. Angeles)
