Congratulations to his Eminence, Gaudencio B. Cardinal Rosales MANILA Archbishop Gaudencio B. Rosales will receive formal investiture as a Cardinal at the next consistory in Rome, on March 25, 2006, the Feast of the Annunciation. At that time, he will be conferred a red hat and installed, along with the 14 other new cardinals, including archbishops from Hong Kong, Seoul, Boston, Caracas, and Krakow. These are the first group appointed to the College of Cardinals by Pope Benedict XVI. Cardinals usually are heads of major local churches around the world or handle key administrative positions in the Vatican directly under the Pope. Archbishop Rosales is the sixth Filipino to be named a cardinal, after Rufino J. Cardinal Santos, Julio R. Cardinal Rosales, Jaime L. Cardinal Sin, Ricardo J. Cardinal Vidal and Jose T. Cardinal Sanchez. His appointment is a testimony to the esteem in which Pope Benedict XVI holds the Catholic Church of the Philippines.

A powerful wake-up call THE events of 24 February 2006 (Friday) constitute a powerful wake-up call for change and reform on the part of the Arroyo government and President Gloria Macapagal Arroyo. Philippine medicinal plants sources of herbal drugs THE Philippine Pharmacopeia Project has been described in a previous report in this column (see pp. 11, 20 of the June 26, 2005 issue). After a survey and careful review of monographs in available internationally recognized pharmacopeias, compendia, and references on herbal drugs published from 1993 to 2003, the Technical Working Group (TWG) II selected plants with sufficient scientific documentation of information for inclusion in monographs. Pharmacopeial monographs of 30 herbal drugs prepared by the Group were admitted to Part II of Philippine Pharmacopeia 1 (PP1). This was published in 2004 and given official status by Executive Order No. 302, signed by President Gloria Macapagal Arroyo on March 29, 2004.

Proclamation 1017 IN order to provide my readers a clear picture of what Proclamation 1017 means, let me quote the pertinent Constitutional Provision, Article VII, Sec. 18: The President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion. In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding 60 days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.
