Former Sen. Loren Legarda said yesterday that the video showing the switching of election returns (ERs) undertaken inside Congress has bolstered her assertion that a grand coverup of the 2004 election fraud was undertaken by the administration.
She added that the video provides additional proof that the ERs retrieved from Congress for retabulation by the Presidential Electoral Tribunal (PET), covering polling precincts from Lanao del Sur, are spurious, having been substituted for the genuine documents.
"But even before this video came, there were already reports that sometime in January and February of 2005, operatives of the administration switched genuine ERs with fakes so the figures would match doctored results as reflected in the Statement of Votes (SOVs) and Certificates of Canvass (COCs)," said Loren.
"Even without the video, the switching of ERs has already been confirmed during the retabulation of the ERs from Lanao del Sur as the ERs from Congress did not match their counterpart copies belonging to the Commission on Election (Comelec) and the National Movement for Free Election (Namfrel)," she said.
Loren explained that the seven copies of ERs, including those belonging to Congress, Comelec, Namfrel, and the political parties, must be identical because they are duplicate copies.
But she said that upon comparison of the ERs from Congress with those that came from the Comelec and Namfrel, the ERs retrieved from Congress by the PET were discovered to be forgeries.
"The fake ERs from Congress constitute damning proof that this administration resorted to "dagdag-bawas" (votes having/vote-padding) in the 2004 presidential and vice presidential election," she said.
