Pasig forms band of 400 enforcers

The Pasig city government has established a law enforcement unit consisting of 400 members to assist the local police force after the National Police Commission (Napolcom) suspended Mayor Vicente Eusebio from exercising control over the Philippine National Police (PNP) unit in the city.

The Pasig City Council approved the creation of the enforcement office days before Eusebio’s police power was clipped by the Napolcom.

Called Batas ng Ciudad Enforcement Office (BCEO), the unit will act as a police and barangay augmentation force in the city and will help implement the ordinances in the city, Eusebio said.

The mayor said members of the unit will not carry guns but will be armed with teargas, sticks and other non-lethal weapons. "Hindi na sila magkakaroon ng baril pero sila ay aarmasan namin ng tear gas, batuta, at iba pang armas na hindi lumalabag sa batas at sila ang magpapatupad ng lahat ng ordinansa dito sa siyudad," Eusebio said.

The mayor said the 400 enforcers will be assigned in the city’s 30 barangays.

They will assist the police force and city hall in implementing ordinances such as curfew, student affairs, illegal squatting, illegal construction, illegal drugs, garbage, no-smoking, anti-littering, gambling, drinking in public places, electric and electric wire theft, among other things.

"They will have their own patrol cars which they can use in their operation," Eusebio said.

The ordinance creating the BCEO was authored by all the city’s councilors.

Meanwhile, Pasig City Rep. Robert Jaworski Jr. has chided the National Capital Region Police Office (NCRPO) for "wasting its time in investigating congresspersons" when it should be concentrating in solving the drug abuse problem and other more serious crimes in the metropolis.

Jaworski aired the criticism as he accused a member of the NCRPO of being the source of illegal drugs in his city.

Pasig City has been in the limelight for the past weeks due to the rampant illegal drug trade exposed in the media.

In a press statement, Jaworski identified the alleged supplier of "shabu" as one Captain "Emong" Santiago, a member of the NCRPO. He said Santiago has been identified by Pasig City residents as the source of illegal drugs proliferating in their communities.

Deputy Director Vidal Querol, NCRPO chief, however, was quick to reply that "based on derogatory information" his office has received, an investigation on "Captain Santiago" is being conducted by his command.

Jaworski said despite the recent police raids conducted in Pasig City, Santiago continued with his illegal drug trade.

The Pasig City legislator put Querol to task for his failure to impose discipline among his men, saying that the NCRPO has been preoccupied with "less important things" like arresting protesters.

"Imbes na ilagay ni General Querol ng NCRPO ang lahat ng kanilang atensyon sa pag-iimbestiga sa mga kasamahan ko sa Kongreso, marapat lamang siguro na unahin nila ang mga kabaro nila na talamak na nagtutulak at nagbebenta ng shabu (Instead of putting all his attention in investigating my colleagues in Congress, General Querol should instead put all his efforts in investigating his own men for pushing shabu)," he said.

Jaworski said the recent accomplishments chalked up by the PNP in the campaign against drug abuse could be nullified by Santiago’s alleged illegal activities.

Last month, anti-drug agents led a raid on a "shabu market" at Mapayapa compound in Pasig City.

Last week, another raid was conducted by the Anti-Illegal Drugs Special Operations Task Force, this time in Barangay Pineda, also in Pasig.

Jaworski said personalities behind the drug trade in his city have been identified and the name of Santiago has surfaced. He said barangay officials in Barangay Pineda are likewise being investigated for their failure to check illegal drug activities in their area.

The lawmaker has filed administrative and criminal charges against Eusebio before the Office of the Ombudsman for allegedly destroying crime evidence when he ordered the demolition of shanties in what the authorities referred to as "shabu market."

However, when informed that Eusebio had listed 100 people whom police should investigate for their alleged involvement in the narcotics trade, Jaworski said this could be the first "right thing’’ that the mayor has done in the campaign against drug abuse.

"Finally, Mayor Eusebio is doing something right. I hope this is not a diversionary tactic by the mayor to put the focus solely on the PNP and to wash his hands clean on his alleged involvement in the protection of the illegal drug syndicates in our city,’’ he said.
