Congressional Award for Speaker Kim Won-Ki

(Following is the text of the Congressional Medal of Achievement which Speaker of the House of representatives Jose de Venecia Jr. presented last night to Speaker Kim Won-Ki of the National Assembly of the Republic of Korea)

HIS Congressional Medal of Achievement is presented to His Excellency Kim Won-Ki Speaker of the National Assembly and former Executive Chairman, Uri Party Republic of Korea:

In recognition of his outstanding leadership of the 17th National Assembly of the Republic of Korea, as Speaker and as former Executive Chairman of the ruling Uri Party:

Starting out as a reporter on the liberal national newspaper, Dong-A llbo, after taking a degree in political science from Yonsei University, he has been a key figure in national politics for 26 years.

A sixth-term lawmaker, he has been Floor Leader, Party for Peace and Democracy; Secretary General, Democratic Party; CoChairman and Member of the Central Executive Council, Integration Democratic Party; Executive CoChairman, Congress for National Integration; and Member of the Supreme Council, Millennium Democratic Party.

As Executive Chairman of the Uri Party and Special Advisor on Political Affairs to President Roh Moo Hyun, he led the political campaign that saw Uri win a majority in the Assembly and President Roh restored to office after the defeat of impeachment charges brought against him by his political Opposition.

In recognition of the Korean Parliament’s activist role in the Inter-Korean Talks and in the Six Power Talks on the nuclear issue in the Korean Peninsula.

In appreciation of his concern for enhancing the historic friendship between South Korea and the Philippines, through their cooperation in regional politics, economy and trade, and through people-to-people contacts which the two Legislatures are steadily promoting.

In special appreciation of South Korea’s increased investments in the Philippines approximating US -billion last year and in the coming months, in power plants and electrification, electronics, South Rail under the linkage program with the Chinese government-funded North Rail, shipbuilding and repair, etc., and more than 400,000 Korean tourists expected this year;

In further appreciation of Korea-Philippine cooperation in holding the 4th International Conference of Asian Political Parties (ICAPP) in Seoul later this year and the joint efforts to create an Asian Parliamentary Assembly and an Asian Anti-Poverty Fund.

This Award is bestowed on behalf of the Filipino nation in accordance with Resolution No. 453 of the House of Representatives, Congress of the Philippines.

Given on this fourteenth day of March 2006, in Quezon City, Metro Manila, Republic of the Philippines.
