Valenzuela rakes in P1-B revenues

By WILLIE L. CATAPAT

The two-pronged approach of efficient tax collection and good management of city expenditures has enabled the city government of Valenzuela to generate more than P1 billion in revenues last year.

Mayor Sherwin Gatchalian said the amount was 19 percent more than the revenues collected in 2004.

He attributed the increase to efficient tax collection and strict implementation of regulations in expenditures to ensure that government resources are not wasted.

He said that in 2004, the city had P873,356,943 in general fund but an aggressive tax collection effort enabled the city government to increase the fund by more than P168 million.

"Through extensive tax collection effort, vigorous and energetic information campaign about amnesty program and the auctioning of real properties with long standing delinquencies, income for 2005 has increased," Gatchalian said.

The mayor said the increase in general fund would mean better delivery of government services and the implementation of infrastructure projects in the city.

The city government said that for the past two years, tax collection was not the only main focus of its revenue generation drive but strict implementation of guidelines in government expenditures as well.

Gatchalian said the approach has resulted in a government surplus of P68 million or an increase of more than 900 percent. He said all major procurements were all in accordance with RA 9184,or the Government Procurement Reform Act, to ensure transparency.

The mayor said they always see to it that government resources are not wasted and more are allocated for social services, education and infrastructure since they see them as investments and not expenses.
