Palace backs AFP ‘command guidance’

Malacañang yesterday expressed support to the five-point "command guidance" issued by the Armed Forces of the Philippines (AFP) last March 8 which defines the role of the military during a political crisis, including a ban on participating in any partisan political activities.

Press Secretary Ignacio Bunye backed the AFP’s five-point command guidance as the AFP continues to address the alleged cracks in its ranks where some disgruntled military officers have not relented on their conviction to oust President Arroyo.

"The five-point guidance issued by Armed Forces Chief of Staff Gen. Generoso Senga clearly delineates the role of the military as professional soldiers committed to the chain of command and the Constitution," he said in an official press statement.

"This is a fitting reminder not only to our men and women in uniform but also to politicians and civil society, who wish to entice our soldiers to engage in partisan politics," he added.

The AFP has not let down its guard against dissenters in its ranks, aware that it still has to address residual threats of destabilization being hatched by some quarters enjoying the support of some disgruntled military officers.

Aside from at least 50 military personnel under investigation for their alleged involvement in the Feb. 24 foiled coup, the government has yet to arrest former Sen. Gregorio Honasan, who was allegedly involved in plots to overthrow the government.

"We share the confidence of Army chief Lt. Gen. Hermogenes Esperon that the threat has subsided and the troops are now united in their support for the commander-in-chief," Bunye said.

In the AFP’s five-point command guidance "The Role of the Armed Forces During these Trying Times," Senga reminded the soldiers of their sworn duty to remain apolitical as they safeguard and protect the 1987 Constitution.

He also reminded them that they should not allow themselves get involved in any partisan political activities, particularly moves to oust Mrs. Arroyo.
