More than balance is required

THE need to broaden our focus beyond the strictly political and economic perspectives, when we consider the governance of our society, may appear obvious to many of us. We may also readily agree that it is proper to include other perspectives as well, such as the spiritual and moral, the professional and organizational, the infrastructural and environmental. In our national community, these are no less important, especially when we think beyond mere personalities and consider the long term, say over 25 many years or over a period close to one generation.

Including these other perspectives would make our view much more comprehensive and complicated. It takes in the other dimensions, which impinge upon our national life. In this regard our view becomes more balanced. But then it also becomes more complex. And precisely because of its complexity, we have to look for a way of interrelating them.

Can a way be found?

Perhaps, we can find a way by posing a few basic questions. And the most basic question is: What ideas and values drive our people? In other words, what spiritual and moral foundations underpin our national community? Aren’t the proper values, or the lack of them, the fundamental influences that shape the actions and decisions in any community?

If values are that critical, then the next question arises: Which institutions are the drivers of change and the transmitters of values? Aren’t these institutions – much more than passing personalities – the more permanent forces that pass on the values in a national community from one generation to the next?

If institutions are important, how are they empowered and equipped so they dynamically adapt to changes and achieve ever-higher levels of capacity?

In empowering and equipping institutions, what physical and other infrastructure should be provided so institutional efficiency and effectiveness are systematically raised?

What financial and economic resources have to be secured so that investments in required infrastructure can be undertaken?

At the end of the day, what outcomes must be achieved so the fruits of good governance can be enjoyed equitably, i.e., by as many of our fellow citizens as possible?

By posing a sequence of questions, starting from the most fundamental and ending with the desired outcomes, we can connect the different perspectives and inter-relate them. It becomes clear that the spiritual and moral dimension is fundamental and therefore is at the base of the interrelated set of perspectives. Then institutions, with their social and political dimension, come next mainly because they are the more lasting transmitters of values. The internal capacity of these institutions, which would highlight the professional and organizational standards they are capable of meeting, would then become the focus of attention. Since internal capacity is of such great concern, then the investments needed to raise such internal capacity as well as the economic and financial resources needed to make those investments, come to the fore.

As it turns out, a way can be found to broaden our view to such an extent as to make it comprehensive, taking many different perspectives other than the strictly political and economic. Once these other perspectives are laid out – the spiritual and moral, the professional and organizational, the infrastructural and physical – a way can also be found to inter-connect all the perspectives so the entire complex gets to be inter-related, after all. All we have to do is to ask the most basic questions.
