DIGOS CITY — Local government units (LGUs) in Davao del Sur are still rallying behind the shift of the government system from the presidential to a parliamentary form.
Digos City Mayor Arsenio A. Latasa and Padada Mayor Antonio Razonable confirmed that all mayors in Davao del Sur expressed their support to a proposal to launch a signature campaign as part of the so-called "people’s initiative" for Charter change.
The campaign starts this month, with the organizers vowing to gather 30 percent in positive response from the total number of registered voters in the province.
Davao del Sur, according to the Department of the Interior and Local Government (DILG) has 450,000 registered voters in 14 municipalities and one city. The province has a total of 337 barangays.
Governor Benjamin P. Bautista, Jr. is the prime mover of the said action, according to Razonable, who is also the legal counsel of the League of Municipal Mayors in the Philippines-Davao del Sur Chapter (LMP).
Latasa said he is rallying behind the peoples initiative to gather around 135,297 signatures, which is the 30 percent of 450,000 registered voters in the province.
The Constitution provided at least three options to change the system of government, one of which is for the people to elect their representative to the Constitutional Convention. The other one is to convene members of the upper house and the lower house to form a Constituent Assembly. The third option is the people’s initiative where a signature campaign to gather 30 percent of the total registered voters in the country and submit the result for a plebiscite.
However, the Supreme Court (SC) dumped people’s initiative, ruling that there are no guidelines for it anywhere in the Constitution and existing law.
