Rehabilitating the nation’s national & communal irrigation systems
IN keeping with the administration’s program to reach a level of food sufficiency, especially with regard to our staple food – rice, the Department of Agriculture has secured the release of close to R2 billion to fasttrack the rehabilitation and repair of the country’s national and communal irrigation systems in time for the rice planting season.

EO 511
ALLEGATIONS that EO 511 shall be a tool for media censorship are farfetched and irresponsible. The EO is quite straightforward, and simply redefines the functions of the Presidential Communications Group which will guide, integrate and supervise the public information activities, including advertisements, of all departments, bureaus, offices, and agencies in the Executive Branch. However, this has been twisted by the usual critics of the administration into an alleged basis for the government to block any and all advertising in "unfriendly" print and broadcast media outfits.

Chavez’s revolution
VENEZUELA’S President Hugo Chavez has turned the capital, Caracas, "a new Mecca for the Left." Students and celebrities, academics and activists, grandmothers and 1970s-era hippies (remember them?) — who are called "Sandalistas," a coinage from Sandinistas — are flocking to the city for solidarity and "revolutionary tourism."

Jueteng & STL
THE way to fight jueteng, the illegal numbers game, is to replace it with the legal Small Town Lottery (STL), the jueteng clone, now ready to join the national gambling menu of casinos, slot machine parlors, lotto, sweepstakes, masiao, horse racing, cockfighting, bingo, and God knows what else.

Our collective quest for peace
(Speech delivered at the launching of the Tripartite Forum on Interfaith Cooperation for Peace, New York, March 24, 2006.)

It takes two to tango
WELCOME to Ambassador Kristie Kenny. How are things in Pampanga, Ma’m?

Senate inquiry
AT last the government is now taking seriously the problems besetting the Philcomsat group of companies, where before these did not merit any bit of attention even from regulatory agencies which have direct supervision over corporations having government equities.

Second sign at Cana
JESUS left [Samaria] for Galilee. For Jesus Himself testified that a prophet has no honor in his native place. When He came into Galilee, the Galileans welcomed Him, since they had seen all He had done in Jerusalem at the feast; for they themselves had gone to the feast.

The internal capacity perspective
IF values, ideas, and ideals are fundamental, and if institutions are crucial in the observance and transmittal of those values, ideas, and ideals, then a necessary concern should be about the internal capacity of those institutions.

Don’t take chances
THE military might not have received any specific threat, but as reported by the media that Malacañang said the threat to assassinate President Arroyo was real, possibly when she would attend the Philippine Military Academy graduation exercises. Nevertheless, the military forces went on a nationwide red alert on eve of the PMA commencement exercises in Baguio City so as not to take chances. The military could not take the risk. As written by Paul Elliott in his published 1999 book by Blandford in the UK titled: "ASSASSIN — The Bloody History of Political Murder," "Moments of terror can shape the course of history. Death by the sword, knife, bullet, or bomb can shift the balance of power and topple empires and dynasties. Assassination is the ultimate extension of political manipulation. A brief moment of sudden and shocking violence can often produce momentous results. It can shape empires and alter world history.

Never again, says Senga
PRESIDENT and Commander-in-Chief GMA rallies PMA graduates to work hard and remain loyal to the nation and the Constitution.
