Does legalizing any form of gambling make it morally acceptable?
As an alternative to "jueteng", an illegal numbers game, the government-sanctioned Small Town Lottery is set to go on a year-long test-run in several cities in the country. The Senate is divided on the issue: Minority Leader Aquilino Pimentel says "it promotes a culture of gambling as a means to earn money" while Majority Leader Francis Tolentino maintains that "as long as it is legal, a cheaper alternative is the best way to kill jueteng."

Palace hopeful on early Senate budget approval
Malacañang expressed yesterday optimism that the Senate will act immediately on the Palace-proposed R1.053-trillion national budget for 2006 as soon as the House of Representatives transmits its approved copy of the appropriation measure to the Upper House.

Senate Minority Leader Aquilino "Nene" Q. Pimentel Jr. (PDP-Laban) disputed yesterday the administration’s claim that it had nothing to do with the signature campaign for Charter change (Cha-cha) and that it was not funding the activity.
