Speaker Jose de Venecia yesterday welcomed the Catholic bishops’ statement on the current people’s initiative to amend the Constitution, assuring them of "full debate and transparency" on the proposed Constitutional amendment to shift the country to a parliamentary government and a unicameral parliament this year.
