The Bureau of Internal Revenue (BIR) launches its eServices in the Revenue Region (RR) of Cordillera Administrative Region (CAR) in line with its goal of providing taxpayers service excellence while maximizing revenue generation and equipping the revenue region’s personnel with automated programs that will facilitate work processes.

The rollout implementation of the various eServices is made available via the BIR Website www.bir.gov.ph and portal at https://my.bir.gov.ph.

According to Commissioner Buñag taxpayers of RR2-CAR can now access the eServices that include eFPS (Electronic Filing and Payment System), eREG (eRegistration), e-ACCREG (Electronic Accreditation and Registration), eRELIEF Data Entry/Validation Program, MAP/SAWT Data Entry/Validation Program and Enhanced TRU 1 Stand-alone Data Entry/ Validation Program.

The eFPS is a web-service which involves an internet based system that allows taxpayers a paperless filing of tax returns and payment of tax as well as submission of information needed by the BIR such as sales and purchases and other attachments through the BIR Website via the efps icon. This system is available in the BIR Portal.

eREG is an expanded eTIN which is a web-based application system that enables taxpayers registering as professionals, Single Proprietors, Local Employees, Mixed Income Earners and E.O. 98 to conveniently secure TINs online. This service addresses the problem of pending application for TINs in the Revenue District Offices. The online service can be accessible through the BIR Website via the eTIN icon.

eRELIEF Data Entry/Validation Program is the electronic submission of quarterly sales/receipt and summary list of purchases as stated in RR 8 -2002 in support of the RELIEF Project This program prescribes the required electronic format in the submission of Quarterly List of Sales/Purchases. This program  with version 1.2e can be downloaded via the BIR Website including related issuances (RR8-2002 and RMC24-2002).

MAP/SAWT Data Entry/Validation Program is the submission of Monthly Alphalist of Payees (MAP) which is a consolidated list of income earners from whom taxes have been withheld by the payor of income. SAWT is the Summary Alphalist of Withholding Agents/Payors of Income payments subjected to Creditable Withholding Tax at Source, a consolidated alphalist of withholding agents from whom income was earned or received and subjected to withholding tax as mandated under RR2-2006. Through the Alphalist  Data Entry and Validation Program version 2.0 (MAP/SAWT) full release can be downloaded via the BIR Website wherein the generated data file conforms to the technical specifications detailed in RMC 12-2002 and RMC 3-2006.

The rollout also coincides with the inauguration of the revenue region’s eServices Lounge described as a showroom equipped with internet facilities similar to an internet café . This  eLounge is open to both BIR employees and taxpayers as a place where they can access BIR eServices.

BIR Commissioner Buñag is optimistic that effective implementation of the above eServices in RR-CAR will help significantly the Bureau in its tax collection efforts. For year 2006, the BIR is tasked by the Department of Finance (DOF) to collect P675.353 billion.
