The Senate Finance Committee formally endorsed yesterday a drastic cut of P31.11 billion to the proposed P1.053-trillion national budget for 2006, scrapping several budget items the panel suspects will be used by the administration to buy support to change the 1987 Constitution.
Sen. Manuel Villar, committee chairman, made the formal recommendation as the Senate, holding marathon session, opens plenary debates on the 2006 General Appropriations Bill (GAB), now delayed by five months.
