Majority of schools in Caloocan City would still be crumbling with the ratio of 120 students to 1 classroom per shift this school year if not for the education-centered program of Congressman Luis "Baby" Asistio.
During his early years in politics, Asistio was being criticized by older politicians for allocating almost 80 percent of his funds in the constructions of school buildings and rehabilitation of classrooms.
"They were thinking that elementary and high school students are not yet voters and would not have any political leverage on my part." Asistio said.
While other veterans in politics allotted their then Countrywide Development Funds (CDF) which is now renamed Priority Development Assistance Fund (PDAF) in building basketball courts, waiting shades, Asistio opted to use the bulk of his funds for education.
"Political benefits should always be outside and beyond education. Education should always be over and above politics. I don’t even think of courting the votes of these students by building their classrooms. Preparing them for the future thru conducive educational system and facilities are already legacy that I can share with my constituents," Asistio said.
Since 1992 when he first won the second congressional district, Asistio’s funds were used for the construction of 27 elementary school buildings and eight high school buildings in city’s two districts.
Aside from constructing the entire buildings, the CDF of Asistio was also allocated for the rehabilitation of numerous dilapidated classrooms in different barangays.
Caloocan City District School Superintendent Elizabeth Manalo have been citing the effort of Asistio in addressing the classroom shortage in the city way before the explosion of student populations.
The schools that were rehabilitated by Asistio are Maypajo Elementary School, Kalookan Elementary School, Maria Clara Elementary School, Grace Park Elementary School, 7th Avenue Elemementary School, Marulas Elementary School and Cecilio Apostol Elementary School.
Three storey or 12 classrooms were also constructed in Gracepark Elementary Unit I, stage in Libis Talisay Elementary School, another 12 classrooms in Grace Park Elementary Main, 2-storey buildings or eight classrooms in San Jose Elementary School, three storey buildings or 9 classrooms in Bagong Silang High School, three-storey or 9 classrooms in Manuel Luis Quezon High School, all in the 1st district.
On top of building classrooms, Asistio also concentrated in the computerization and modernization of school facilities which are now being enjoyed by thousands of students both in the first and second districts.
"Those who criticized my educational programs have finally come to their senses because they have realized that it’s worth a million opportunity for our students if they can study in a well-maintained and well-ventilated classrooms," Asistio said.
This school year, the 1st district student-classrooms ratio stands at 70:1 while the 2nd district is 55:1.
