GMA denies pork barrel bribery charge

President Arroyo yesterday denied accusations of the opposition that she has bribed administration congressmen with additional funds to kill the second impeachment complaint against her.

"Wala tayong ibinibigay na pera kapalit ng pagpigil ng second impeachment complaint," the President said in a radio interview.

Iloilo Rep. Rolex Suplico earlier said the President authorized the release of P7 million to administration allies in Congress to convince them not to endorse the impeachment case against her.

Press Secretary Ignacio Bunye, meantime, insisted the President is not at all bothered by the revival of the impeachment case at the House of Representatives.

Bunye said the "unending political noise" is only a "grand distraction" from the real problems of education, jobs, investments and peace and order.

"A second impeachment rap will go the way of the first, and we are not bothered by it," he said.

Malacañang has repeatedly said the second impeachment complaint is dead on the water due to lack of substance and endorsers from the House.

‘MALICIOUS’

Majority Leader Prospero Nograles called Suplico’s allegations as "malicious and bereft of any basis."

According to Nograles the statement issued by Suplico to the media is meant "to create an intrigue among congressmen."

"By making this claim, the opposition wants to make it appear that some congressmen already got their pork while most have not. This is totally untrue because PDAF funds are entitlements for each and every congressmen, whether you are from administration or from the opposition," the Davao City solon said.

Suplico has been harping on the alleged bribe that the Arroyo government offered to congressmen who rejected last year’s bid to impeach the President.

Leaders of the ruling coalition in the Lower House did not dispute Suplico’s claim that at least R25 million was given to certain administration solons last year. They however insisted that the funding for congressional projects has not been denied opposition lawmakers who supported the impeachment.

"Congressmen Rolex is wrong. President Arroyo need not brine or cajole the congressmen on the second impeachment bid. All majority coalition allies including the opposition already know that they will never get the 79 signatures to bring the case to the Senate for trial," said Nograles.

‘BELIEVABLE’

Archbishop Oscar Cruz of the Catholic Bishops’ Conference of the Philippines (CBCP) however found Suplico’s statement as "more believeable that not."

"It is more believeable than otherwise. The administration is rather quite an expert in buying people and loyalties," Cruz said in an interview.

The former CBCP president said such an approach coming from Malacañang no longer surprised him since the administration also used the same approach on the bishops.

"Remember the assertion that the President had to keep Mr. Genuino of PAGCOR because he takes care of the bishops. That was to me a euphemism for buying the bishops with gambling money for charitable purposes," Cruz said.

Asked whether he thought such tactic to buy congressmen through their pork barrel would be effective in killing the second impeachment complaint, Cruz said it was very likely to work.

"I think so because money works. It is the same old story that Christ was sold for 30 pieces of silver. It is as old as human history. Everybody has a price they say," he said.
