Chief Justice Art Panganiban, still young at 70, is retiring in December, leaving behind a legacy of moral uprightness in the judiciary.

Justice Panganiban is one of the great success stories of our time, a poor provincial boy (from Candaba) who made good through sheer personal struggle and good luck.

Orphaned at a young age, he sold newspapers and shined shoes in order to support his seven brothers and sisters and send himself to high school and college. Because he had a good head and always stood on principles, he hobnobbed with the high and mighty in legal and business circles.

He succeeded in life to become and third most powerful man in the nation. Someone should write his biography.

People in Bulacan are wondering why their governor, Josie de la Cruz, is on a junketing binge. She went to Thailand with her claque, then went to Europe with the President, and after that to Malaysia.

The governor was usually accompanied by an entourage of officials and supporters.

An official of the United Coconut Planters Bank is disputing claims by beauty titlist Joelle Pelaez that her name was used to launder money in large investments.

The NBI has confirmed Pelaez’s claim that indeed she had loan and investment transactions with the UCPB.

Joelle obtained a shortterm loan of R5 million from UCPB in 2,000. Of the R5 million, R3 million was invested by Pelaez in government securities and commercial papers. The R2 million balance was released to Joelle and her mother Blanquita.

Of the amount R1.6 million in manager’s check was given to Blanquita and R400,000 to Joelle.

Pelaez defaulted in the payment of the amortization and interest, prompting UPCB to file a collection case against her and her mother in 2001, according to the NBI. On November 20, 200l, UPCB got a favorable decision from the Makati RTC but the ruling limited Blanquita’s liability to only R400,000.

Meralco has assured its customers that there will be no increase in electricity rates if and when it signs a supply contract with YNN-Ranhill for the Masinloc sale.

But it confirmed our worst fears that there is indeed an ongoing negotiation with YNN for a supply contract.

To stop people from suspecting that Meralco is conspiring with YNN, it should stop all ongoing negotiations with power producers once and for all.
