Philippine Rural Reconstruction Movement 54th Anniversary ON July 17, 1952, Dean Conrado Benitez led a group of Filipino professionals in founding the Philippine Rural Reconstruction Movement (PRRM), and served as its first president. PRRM recruited young, idealistic college graduates to become full-time rural reconstruction workers. Its programs were aimed at improving the rural areas through better health, better farming, enhanced livelihoods, and democratic barrio councils.
