PNP task force vs crime suspects cited

The Philippine National Police (PNP) Task Force "Usig" headed by its commander PNP deputy chief for operations Deputy Director General Avelino "Sonny" Razon Jr. was lauded by the society’s cross-section for undertaking investigative and preventive measures to track down suspects.

From the year 2001 to date, a total of 113 party-list members and militant members were slain.

According to General Razon, of the 113 incidents of slain party-list member, 28 cases were already field in court, and 85 cases were still under investigation. Of the 28 cases filed in court, three cases were filed with arrested suspects, 25 cases were filed with "at large" suspects.

TF "Usig" record shows of the said 113 cases, 15 were killed by CPP/NPA, 25 incidents were allegedly linked to military and police.

On the other hand, the number of journalists slain from 2001 to date has reached 27, according to Razon, explaining that "10 cases were filed with arrested suspects, 10 cases filed with "at large suspects," and one suspect was convicted in a case.

Statistics on resolution or slain newsmen showed a crime solution efficiency of the task force by 78 percent.

The lone conviction in the slaying of newsmen was pounded on suspect-turned-murder accused Guillermo Wapille, a policeman, who was found guilty of murder in the killing of radio station DYKP commentator Edgar Damalerio at about 8:20 a.m. last May 13, 2002 in Pagadian City, Zamboanga del Sur. Wapille was sentenced to suffer the penalty of ‘reclusion perpetua’ and to pay R135,000 the victim’s family. Wapille was dismissed from the police service on Jan. 3, 2003. He escaped but surrendered last Sept. 13, 2004. Witness Edgar Amoro who was under the Department of Justice (DoJ) witness protection program, was killed last Feb. 2, 2005 by Muhammad Maulana and two others. On Feb. 4, 2005, a case of murder was filed against the suspects.

Other slain journalists included Roberto "Ray" N. Ramos, field reporter of Katapat newspaper Laguna, Philip Agustin y Corsino, editor and publisher of local newspaper (Aurora) the Starline Times Recorder; Rolly Canete, DXPR and D2XB (Pagadian City), Rolando "Dodong" Morales, DWMD-RMN Radio Agong, Fernando "Dodong" Uison, DYPR commentator and former vice mayor of Puerto Princesa.

Among the slain militant group were Ricardo "Ding" Uy (Bayan Muna-Sorsogon), Elena Mendiola, alias "Baby" and Ricardo Balauag y Alindada, (Bayan Muna-Isabela), Jose Doton (TIMMWA-and Bayan Muna-Pangasinan) Sotero Llamas Pascual, alias Nognog and Teroy (BRPC and NDF) and Annaliza S. Abanador (KPD or Kapisanan para sa Pambansang Demokrasya and leader of Pagkakaisa ng Kababaihan.

Task Force "Usig" was organized last May 13 with Rason designated by PNP chief Director General Lomibao as task force commander with the mandate to provide the focus and resources to immediately investigate, solve and prosecute the perpetrators, safeguard the lives and limbs of high-level personalities.

The task force was envisioned to provide effective and efficient strategic approaches and directed to optimize the investigative and prosecutional capabilities of PNP units for the resolution of cases.

Among the preventive and investigative measures conducted by the task force Usig’s were the intensification of cracking down on loose firearms, sustained checkpoint operations, reinforcement of reward system, and the move to develop a better system of identifying journalist and militant members as ‘high risk’ personalities who are most at risk in order to provide them protection.

Preventive measures were effected through the strengthening of intelligence and coordination, dialogue with and collaboration Commission on Human Rights (CHR), media, military party-list groups and other high risk personalities, and providing security and protection to high risk personalities.
