After its failed bids to change the Constitution -- first, thru a People's Initiative and second, thru Constituent-Assembly, the House majority refuses to give up by pressing the Senate to immediately pass a concurrent measure that should pave the way for the third option to amend the Charter: Constitutional Convention -- a political exercise some sectors claim should not be held under the present atmosphere of "partisan strife."

The Senate and the House of Representatives go on a month-long Christmas recess starting this Friday as their bicameral conference committee failed yesterday to agree on some contentious provisions in the proposed R1.126-trillion 2007 national budget.
The non-passage by Congress of the budget would force the national government to use a reenacted budget for at least a few weeks starting January, Sen. Franklin M. Drilon, chairman of the Senate Bicameral Conference Committee and the Finance Committee, said.
