Alarmed by the rising number of unregistered Filipinos since birth, the Quezon City Council has passed a resolution which will provide free birth registration for poor children in the city.
The measure filed by Councilors Restituto B. Malangen, principal author; Antonio E. Inton Jr., Eric Medina, Ramon P. Medalla, Francisco A. Calalay Jr., and Bayani Hipol urged Mayor Feliciano Belmonte Jr., to conduct free birth registration to poor children.
In filing the measure, the city councilor cited the right of a child to a name and nationality and must be counted as citizen of the country where he resides.
Resolution No. SP 3595 was co-introduced by Councilors Elizabeth "Tita Beth" Delarmente, Victor V. Ferrer Jr., and Voltaire Godofredo Liban III.
Malangen and his colleagues were disturbed by the finding of the National Statistic Office (NSO) that more than 2.6 million Filipinos were not registered at birth.
The NSO traced the social problem to poverty.
The QC councilors pointed out that unregistered Filipinos are facing grave problem from the time they seek education to the time they look for jobs. (Sel Baysa)
