Second National Coordinating Council of Private Educational Associations Congress at the historic landmark Manila Hotel WHILE the Constitution guarantees free public education on the basic education level, a significant portion of the responsibility to secure the development of the young rests with private schools. The role of private schools expands at the higher levels of education. While private schools take on just a tenth of the total number of elementary school pupils, private higher educational institutions outnumber public colleges and universities by a ratio of nine to one. Private schools have been able to maintain a high quality of instruction and produced many of the country’s leaders.
Speaking Out ONE of the regular readers of this column has emailed me to say that she is trying to ignore and "block out" of her system the ongoing senatorial campaign because she is dismayed and disgusted by the level of mudslinging and muckraking this early in the game. She is not alone in voicing this sentiment. Quite a number of our citizens are simply tired of the character assassination and venom that mark election season. Our elections, which are supposed to be the highest expression of our people’s democratic will, bring out the worst in us instead.
