Finance Undersecretary Gil Beltran said the government will collect P35 billion more revenues next year from reform measures that will be implemented by the Bureaus of Internal Revenue and Customs.
Beltran said the amount is 0.5 percent of gross domestic product. He said for this year they expect to get P40 billion or 0.7 percent of GDP from BIR and BoC administrative measures.
He explained that the amount is higher this year because of the expected improvement in tax effort as a ratio to GDP — that the higher level of collection efficiency because of the reforms implemented affects the additional revenues that they expect to get from the reforms.
"The higher the level of efficiency the more difficult it is to get additional revenues from tax administrative measures," said Beltran. "It’s a realization that there are uncollected revenues. Two years ago the tax leakage was 40 percent … that is going down. If we put more resources like computers, improve procedures, improve audit then we can reduce the 40 percent tax leakage."
