Pushing aggressively for excellence



HUMBLE BEGINNINGS

Romblon State College is one of the oldest institutions of learning in Southern Tagalog Region. Founded in 1914 as the Odiongan Farm School, it initially offered intermediate course in agriculture with emphasis on the fundamental agricultural practices.

After five years of existence, the Odiongan Farm School was converted into the Odiongan Rural High School offering complete secondary training courses headed by a Principal but under the supervision of the Superintendent of Schools, Division of Romblon. This curriculum was enforced until 1946. In 1947, the Odiongan Rural High School was renamed Odiongan High School with a general curriculum affording the youth the opportunity to study general education.

The demands for change continued to lurk at the educational planners of the province. Thus, in order to keep abreast with demands of time, another conversion took place in 1956, nine years after the operation under the General Type A Curriculum.

The Odiongan High School was again converted to Odiongan National Agricultural School by virtue of Republic Act No. 1381. This status remained for sometime until the name was changed to Romblon National Agricultural School in 1958. In 1962, then Congressman Jose D. Moreno of the House of Representatives authored Republic Act No. 4286 converting the Romblon National Agricultural School to Romblon National Agricultural College. However, collegiate courses were not offered immediately after its conversion due to lack of funds. The Secondary Agricultural Curriculum remained as the offering of the college until 1974 – 1975.

The Educational Development Act of 1972 paved the way for the opening of the post-secondary curriculum. The school year 1974 was the year of fulfillment of the long-cherished dream of the people. A two-year Associate in Agricultural Technology (AAT) was offered in compliance with Memorandum Circular No. 8 S. 1974. It has an initial enrollment of 25 students (15 males and 10 females). Subsequently after two years of operation, three degree programs were offered, namely: Bachelor of Science in Agriculture, Bachelor of Science in Agricultural Education, and Bachelor of Science in Home Technology, thus giving more challenges to the college as it brought about positive changes in the economic life of the people of Romblon.

The demand for higher educational technologies and the quest for relevant education to national development goals are imperative alternatives that could not be ignored by the college authorities. As early as 1978, the plan to convert the Romblon Agricultural College into a State College was initiated. The Superintendent of the College sought the assistance of the Sanguniang Panlalawigan for endorsement to the Interim Batasang Pambansa. Assemblyman Nemesio V. Ganan, Jr., of Region IV who was representing Romblon, authored Parliamentary Bill 131, an act converting the Romblon Agricultural College in the Municipality of Odiongan, Province of Romblon into a State College and appropriating funds thereof. The Bill was signed into Law on May 18, 1983 by then President, Ferdinand E. Marcos, and became Batas Pambansa Blg. 393.

PRESENT TIMES

oday, Romblon State College, including its two branches and campuses, has a population of more than 5,000 students. After undergoing a thorough academic transformation under the leadership of President Jeter S. Sespeñe, it has launched its institutional thrust, "RSC, Pushing Aggressively for Excellence in Achievement," in the four-fold functions of instruction, research, extension and production.

To ensure quality education, the RSC Administration offers scholarships to faculty members who are willing to advance their education in their respective fields of specialization. The College was also able to avail of CHED scholarships sending 10 faculty members for their masteral and doctoral studies in well-known and prestigious universities in the country. It has established consortium for the offering of Doctoral and Masteral courses with the Philippine Normal University and the Batangas State University .

RSC continuously improves the performance of its graduates in the Licensure Examinations for Teacher Education and Engineering. The 6th placer in Agricultural Engineering Licensure Examination for 2006 hails from RSC. Of the present courses being offered at RSC seven have been accredited by AACCUP to Level I status, two in Teacher Education and five in Engineering.

Aside from its institutional achievements, RSC scored major feats like the acquisition of 83 hectares of land at Agpudlos, San Andres, Romblon for expansion of the College, improvement of school facilities like the RSC Gymnasium and construction of the IT building worth R2 million. Recently, it launched four institutional projects, namely: "Programang Gulayan ng Masa (PGMA)," Romblon Center for Kanidugan Studies (ROCKS), Coconut Techno-Demo Farm (CTDF), and the B²MIG (Bigas, Baboy, Manok, Isda at Gulay). It has also revived its quest to become a state univeristy through a bill filed in Congress by Congressman Jesus Madrona.

FLAGSHIP COURSES

Romblon State College is a multi-campus institution that offers academic programs in Engineering, Education, Business Administration, Information Technology, Arts and Sciences, Hotel and Restaurant Management, Agriculture, Forestry, Fishery Education and other Technical Courses. It also offers Master in Educational Administration (MAEd) and Master in Public Administration (MPA).

Just recently, the Board approved two resolutions allowing RSC to offer Doctor of Philosophy (Ph.D.), major in Educational Management in consortium with the Philippine Normal University (PNU) and Doctor of Public Administration (DPA), Master

of Science in Engineering (MSE) and Master in Industrial Technology (MIT) in consortium with Batangas State University (BSU) effective SY 2006 – 2007.

RSC has satellite branches which offer varied academic programs. RSC – SB San Fernando, which used to be a trade school, offers Teacher Education, Hotel and Restaurant Management, Industrial Technology and Computer Operation and Programming. RSC – TB San Andres, which was originally a school of fisheries and forestry, offers Teacher Education, Forestry, Hotel and Restaurant Management, Fishery Technology, and Computer Operation and Programming.

MISSION

The College shall primarily provide higher technological, professional and vocational instruction and training in science, agriculture, and industrial fields as well as short term technical or vocational courses. It promotes research, extension, advanced studies and progressive leadership in its areas of specialization.

GENERAL OBJECTIVE

As a state college of higher learning, RSC's primary aim is to implement a wide range of curricular degree programs with instruction, research, extension and production as essential components.

SPECIFIC OBJECTIVE

In addition and in support of the mission and policy statements embodied in its Charter, the College specifically aims to: 1.) Provide a general education program that will promote national identity, cultural consciousness, moral integrity and spiritual vigor; 2.) Train the nation’s manpower in the skill’s required for national development; 3.) Enhance production-driven agricultural and industrial expertise; 4.) Develop the professions that will provide leadership for the nation; 5.) Provide advance knowledge through research aimed at improving the quality of human life and responding effectively to changing societal needs and conditions; and 6.) Serve as creative catalyst of change and dynamic center of excellence providing quality education based on value system and holistic development of man.
