Immigration Head of Supervisors Ferdinand Sampol disclosed that the hold-departure order was issued by BI Commissioner Marcelino C. Libanan Jr.

According to Sampol, the order was signed by Libanan in line with the Department of Justice circular to prevent those involved in the standoff from leaving the country.

Leonido Toledo Jr., Evangeline Gatdula, Jose Albert, Eduardo Castro, Ferdinand Sandoval, Myrna Buendia, Julio Ancheta, Estrella Guingona, Dominador Rull Jr., Maamor Lanto;

Sampol said the order has been distributed to all international land and sea ports nationwide and added that should any of their immigration officers encounter anyone of those in the list, they will be held and turned over to the proper authorities for processing.
